Kakamega Governor Suspends Chief Officer Samuel Limisi Imbwaka

Kakamega Governor Fernandes Barasa has suspended Chief Officer Samuel Limisi Imbwaka of the Department of Economic Planning and Investment, citing conflict of interest and public service regulations. CPA Diminah Chikamai will take over in an acting capacity to ensure continuity of services.

 

Kakamega Governor Fernandes Barasa has suspended Chief Officer Samuel Limisi Imbwaka from the Department of Economic Planning and Investment, citing provisions of the Conflict of Interest Act, 2025, and county public service regulations.

In a statement, Governor Barasa said the decision was made pursuant to Section 25 of the Conflict of Interest Act, 2025, Section J.18 of the Public Service Human Resource Policies and Procedures Manual, 2016, and Section 18 of the Kakamega County Human Resource Manual, 2022.

“I have suspended Chief Officer Samuel Limisi Imbwaka of the Department of Economic Planning and Investment,” the governor said.

The governor did not immediately disclose the specific allegations or circumstances that led to the suspension. However, the legal provisions cited generally relate to conduct, discipline and conflict of interest within public service.

In the interim, CPA Diminah Chikamai, the Chief Officer for Financial Management, has been appointed to act in the position.

Governor Barasa said Chikamai will assume the responsibilities of the office in an acting capacity to ensure continuity and uninterrupted service delivery within the Department of Economic Planning and Investment.

The suspension now opens an administrative process within the county government, with Imbwaka expected to be subjected to the relevant procedures under public service and human resource regulations.

The Department of Economic Planning and Investment is a key office in county budgeting, planning, development coordination and investment promotion, making the acting appointment critical to the continued implementation of county programmes.

The county government is yet to issue further details on whether the matter will be handled internally or forwarded to investigative agencies.
